The Quadrilateral Security Dialogue (Quad) is working on a new information-sharing agreement that would help its four members improve cyber resilience and their response to critical infrastructure (CNI) threats, according to reports.
The four members of the group – the United States, Japan, India and Australia – aim to reach an agreement in May when they meet in Australia, it has been reported. Nikkei.
Each government’s cyber security agencies will share information about CNI threats transmitted to them by private sector operators of essential services, according to the Japanese news channel.
In addition, the Quad seeks to agree on a common security standard to align the procurement of data encryption and security management systems. This could ensure greater interoperability of systems and minimum baseline security, so they all work well together in an emergency, the report says.

The information sharing initiative has been noted as the first step in a process of cyber security collaboration between the four nations of the Info-Pacific.
A joint statement issued by the Quad after a meeting in New Delhi in January 2023 highlighted the steps the group will take.
“In the long term, the group is also committed to: leveraging machine learning and related advanced technologies to improve cyber security; establish secure channels for Computer Emergency Response Teams (CERTs) and to share information about private sector threats; and the creation of a framework and methodology to ensure the security and resilience of the supply chain of ICT and operational technology (OT) systems of critical sectors,” he noted.
“These goals form an important part of the forward-thinking and forward-looking work plan of the group.”
He mentioned telecommunications as a particularly important part of critical infrastructure, stressing the importance of using “trusted” vendors, no doubt research into China and Huawei.
Russian operations in Ukraine, which have combined cyberattacks with kinetic warfare on the ground, aimed at targeting energy infrastructure and other parts of the CNI, have given added urgency to the need for enhanced information sharing to counter the risk of CNI
